Just another disorganized, severely back-logged, non-functioning Scientology organization, producing very little or nothing and at the same time scrambling and desperate to make a suppressive target to move into a brand new shiny building in order to paste over their (and Miscavige&#039;s) down statistics with an &quot;upstat&quot;-looking, Potemkin Village mask.   An org  unwilling and/or unable to pay for the help they desperately needed and as such forced to mooch off of anyone including someone they themselves as deadfiled!  How embarrassing for them!  But then, these people don&#039;t GET embarrassed.  They always have some handy &quot;Why&quot; to justify their own lack of production. True. The scn bureaucracy is stuck in the 50s and 60s and seen with today&#039;s perspective, it&#039;s pathetic. It shows how blindly adhering to a policy without thinking makes people foolish. The purpose of the CF was not so much to keep track of who had contact with the org but to contact those people to pull them in. The strategy preceded any letter reg to follow them. No org worldwide can name a letter reg as personal priority. So once the CF is &#039;fixed,&#039; maybe with many kicks in the staff and public butt, it will become a jungle again in a few months and again no one will be able to give it importance. 

Because the times have changed significantly, and CF doesn&#039;t work, and they know it!
