Government agencies could have easily located and pursued Hubbard at his ranch if they wanted to. For whatever reasons they decided not to do so.

David Miscavige is following in those footsteps by hiding out everywhere so that process servers cannot serve him. What a life where you can’t just walk on the street in broad daylight and be free. Instead you have to hide, and hire security people to be a buffer between you and process servers.
