Of course, there is ALWAYS a new master plan that Miscavige has for how, some time in the future, things will be all “sorted out” and we will be able to BEGIN producing. Those plans ALWAYS involve new buildings, new org boards and some as yet unpublished material. He CANNOT find a why so he invents a new postulated future that requires a lot “having before doing.” He is pretty genius at this as he can keep people strung along for years and years.

So, the Gold Crew are briefed each week on the state of the Ideal Orgs (empty) and told they are “responsible” for this because Gold is supposed to provide effective dissemination materials and clearly they are failing? I am sure the Hole people are briefed the same way. “Look at what you SPs are doing. COB is doing ALL the work and his brilliant strategy is being sabotaged….”

Yes I can confirm what happened to the OEC cycle. It was layed out around the studio for several years. From there it went to Building 36 2nd floor and all of the Int ie hole people were working on it for a couple of years I guess. I didn't really look in on that after it has left the Castle. I think around 2010 there started a new rampage at the Base. Now ALL the functions of Int and Gold are going to go to LA. A huge set up is started and the whole RTRC was set up in Bandini. One of the floors is the OEC project. Huge space all ready to go but I guess no people who could actually do the job. When I left we were helping to set up duplicate lines in LA for sets so that the event construction stuff could go off the Base as well. The ONLY function that is supposed to stay at the Base is shooting films and of course getting the new and improved out-Tech onto new and improved steel plates. So everyone will be either in Cine or CST. No other functions left for the Base to perform. 

And by the way for anybody who thinks people on the inside don't know what is happening just realize that Gold is getting briefed every week at staff meetings with the empty pictures of all the idle morgues. They know. Of course they are the ones responsible for stopping Scientology and they are all SPs. Of course. They work really hard to stop Scientology in its tracks. I used to work about  a 110 hours a week in fact on just that. Oh that I've saved millions of dollars for the church while doing it is not a factor. Anyways they know that the stats are bogus. In my opinion they will do anything to survive there which is getting harder and harder by the day.

I too remember roll call held out in the hall being on day lines in the 80s. There were 100 students for the 9:00am roll call, another hundred at the 1:00pm roll call and another 100 students at the 3:45pm roll call. Then foundation roll call had twice as many students.

Crusader — there is a third undoable target. The OEC had to be “recompiled” against weird hidden standards set up by Miscagive of compiling what he called “packages” of “similar” policies so the OEC could be “understood.” Of course, that has NEVER been done. He keeps shifting the goalposts on what his “packages” are. This start in around 2004 and EVERY policy and ED ever written were laid out on tables that went all the way around the Castle studio, and then tabs were put on them to signify what “packages” they were part of. This was then supposed to progress to putting them into OEC Volumes. But numerous people were assigned to the task and subsequently busted from it, including Jon Horwish, Mark and Liz Ingber, Lisa Schroer, SHelly Miscavige, Jenny Linson, Sue Wilhere, Angie Blankenship and who knows who else.

Nobody could get it “right” according to Miscavige’s arbitraries, so the OEC was abandoned as a subject. Nobody can train on the OEC as according to Miscavige “nobody can duplicate it because of how bad the compilation of the volumes is” (least of all, him).

So, there is NO OEC AT ALL. The books go out of print.

Of course it is unimportant to him. You don’t need an OEC to establish a real estate business vulture culture. 

He has no doubt repeatedly told everyone that they have proven incompetent and CI to him and that he is the ONLY ONE who is going to be able to do this, but he is so overworked he cannot get to it because of all the other SPs who are preventing him from doing his job (it will be this sort of shore story he will eventually use to “move off the lines” and go into seclusion like LRH did).

For all I know, these policies may STILL be lined up all around the castle corridors.

There are some people who read this blog who were at GOld after I left in 2007 who might be able to confirm it one way or another. It will soon be coming up on a decade of this incomplete cycle of action, like so many others strewn in the wake of Mr. Command Intention himself.

If it has been in Non-Existence for 2 years (probably the case), then they can get one spike, like 2 people starting on the course, and call it a "2 year affluence trend".

This kind of data is also useful for real stat analysis – they probably took the period of the stat as the reference point that has been totally flat (2 years) which translates into "The SHSBC Student Points crashed 2 years ago and didn't have as much as a single uptick until now".

There must be a date conincidence. I wonder what amazing breakthrough was released by DM 2 years ago that caused the stat to crash?

The stat most likely went from 0 to 20 ₧ ↑. Somebody drew 2 diagrams @ 10 points each. Extreme affluence indeed.

Check it out. This was part of a bigger "have to have before you can do" campaign. COB wrote a letter to ASHO in 2003 saying he was reworking the whole OEC, since no one had ever understood it, and no one ever COULD have understood it because the policies in certain lines were strewn all throughout the OEC. So of course COB was going to make it all better. But beyond that, the ITO was going to be moved to PAC. This was so that the FEBC trainees from around the world were going to study and do practicals right at PAC and LA Org instead of at the relative ivory tower of the HGB. This would make them better products on the FEBC. But I order for the FEBC trainees to really "get it" the LA Org and the whole PAC base would have to be even nicer than the Ideal Orgs the FEBC trainees would be returning to. 

So, to sum it all up, the reason there are ZERO FEBC trainees in training from any org in the world is that COB:

1- set in the bidder data line that the OEC was fucked up (just like he did with KTL and LOC)

and

2- set a completely unreal Vital Target of re-renovating the ENTIRE PAC Base before the OEC/FEBC program could ever be started again. (Of course the re-release of the OEC/MS Vols will be the next bugged Vital Target once the buildings are done)

The fundraising effort for PAC Base renovations (not just ASHO renovations) started TEN years ago. And since the whole base was going to be renovated, and LA Org was going to be first, all PAC base Orgs were expected to be funding the first target, LA Org. 

I was at ASHO at the time. It almost silly now to look back and recall that the order which came down telling us that we would NOT be able to directly fundraise  for the renos, was NOT an attempt to correctly apply policy, but was actually a make wrong. It was more like "And no, don't think you'll be able to just fundraise for it and take the easy way out, you will have to fund the renos from your FPs".

Meanwhile, an entire org had just been out together under the CLO to do nothing but fundraise for Ideal Orgs. So the order really just made the impossible even more impossible. 40 million was the fundraising target. 40 million?? At ASHO, 200k in a week was a GOOD week, and that barely covered the FP1, after percentages paid to management, as well as money garnished from the Orgs to pay for the Church's Reed Slatkin legal fees, and any refunds. What's the most we could ever set aside for renos in a week? 5k? 10? 15k would be unheard of. Further, the PAC Base Orgs spend ONE MILLION dollars per year just PUTTING ON Int Events. Anyone think the IAS pays for the annual IAS event? Hell no. That is funded directly be service donations, and the pay of Sea Org members that had to be garnished to fund the $200,000 expense of renting the shrine, and the tents, etc. That has to come out of the Orgs' FP1s as well. So it was easy to PAC Renos funding to zero. And 40 million needed to be raised? Impossible. 

So this promo pice means that TEN YEARS later, there is still too much fundraising occurring for CLASS V Orgs to allow a Sea Org to jump into the fray, and make COB wrong by trying to raise PAC Reno funds from the same pockets that COB is fundraising from. While at the same time, it shows that the PAC Base EC's are being made wrong for not forwarding command intention and for making COB wrong and giving COB a problem by not having already funded the PAC renos out of their own FP's. 

Because no one in their right mind puts this promo piece together without having received a lot of invalidation, coercion amd threats just prior to the fact.
