I think that agreement with the current RCS insanity has been accomplished on a slow gradient. To illustrate, a New Yorker told me a story once about her city&#039;s Central Park.  Its a large lovely park in the center of Manhattan.  This old-time New Yorker told me that in her youth, in the &#039;30s and 40&#039;s, before air conditioning became prevalent, whole families would sleep in the park in the summertime.  The park was totally safe for anyone then at any hour of the day or nite, in all seasons, all weathers.  In the &#039;50s gangs started hanging out in the park wee morning hours so the majority stopped going there after midnite. Little by little over the decades the law abiding citizenry of Manhattan went into agreement that the park was not fully &quot;owned&quot; by them, and conceded more and more of their own &quot;ownership&quot; to the criminals, the dangerous, the crazy, etc. Little by little the agreement took stronger and stronger hold, that only on certain days and/or at certain times, did the law abiding citizenry belong in this park, and if they &quot;violated&quot; this agreement then they were simply &quot;asking for trouble&quot; and &quot;deserved whatever they got&quot; for being there at the wrong times.
