Yes, Flag Orders were black on white. There are many different issue types. For Gold he had Cine (cinematography) ED’s(blue on white) that contained about as many issues as the OEC Vols. OOD’s, Advices,CMO specific policy (tons and tons) FSO specific ED’s and FSO’s (Flag Ship Orders). Flag Bureaux policies. The Red & Green Vols are a tiny tip of the ice berg.

Aqua, the computerization you are referring to WAS detailed & ordered by El Ron. As it wasn’t for class V orgs it was Black on White rather than Green on White PLs.
